It’s normal during winter and summer. Lots of miners have contracts to shut down in times of peak demand.

And btw it’s not only Ocean. Next difficulty adjustment is going to drop 14%. This means lots of miners have reduced their hashrate. Also it could be a relation to the price. The miner capitulation comes when the cost of mining a bitcoin exceeds the spot price.
