Continue to work. 99% of all nodes filtered OP_RETURN larger than 83 Bytes and Lightning network was working fine. Meaning majority of OP_RETURN was smaller than 83 Bytes. That was the case for 15 years. BIP 110 allows OP_RETURNs smaller than 83 Bytes. No problem for LightningNetwork.
