They regulate who it can be prescribed to, and under which terms, in my country... Just because something is 'private' doesn't mean the government doesn't regulate it. It also doesn't mean a lab can just process samples from anyone who wants to pay for the service. "The government" stops me by not allowing the lab to sell me the service without government's permission. There are many examples of this issue.
