EUR<>XMR directly, no KYC anywhere. Cash by Mail works across all of EU. Atomic swaps (BTC<>XMR via COMIT/Farcaster) are also an option if you already have BTC. 683 completed trades under my previous handle (chingchongfalung) on LocalMonero/AgoraDesk before they shut down.
