I find it hard to get insights into how everything works there but afaik after any free trade was heavily sanctioned in the past there are big open black markets operating nowadays. Tolerated by the regime because of the extreme hardships. They've also established mesh networks to mitigate the scarcity of internet access points a long time ago 👍
