Are future 3d printing software unable to do that. Like copy printers won’t copy money bills? Or is this more theory that they’ll ban it some day

I believe some printers have it built into their internal software.

I don't have all the details, but ny, ca, and another state are "banning" printing guns with 3d printers. they may try to dictate software on printers, but that'll be impossible too.
