Yes, droughts and the such. Creating clouds. Seeding them so they pull atmospheric water. But these aren't happening in cities. That's just pollution you're seeing. If they were dropping chemicals, you'd smell it and see it and even feel it on your skin and lungs. It's most likely high density traffic + higher humidity days
