Just a bunch of lies. For this to work, everyone would need an ID, cameras need to be installed everywhere that connect to the internet, software is needed to analyze crimes and alert authorities, tourists need to be somehow excluded. The cost of such a system would be unreal and people would still find ways around it. There is no 2 billion dollar savings here. The ask is for citizens to pay for a system that increases government control over them.
