Technology & culture dictates society, but power dictates what technology & culture is permitted. That's not to say non-permitted culture and technology isn't worth pursuing, because if power changes hands, appropriate culture and technology needs to be there ( even if in infancy ) that consolidates the new power's power, otherwise the new power will just be disposed due to momentum.
