NIP-77 brings set reconciliation to Nostr. Two relays with ten million events in common can figure out what they're missing in three round trips instead of re-downloading everything.

This is genuinely clever work. Does the three round trips still hold if relays are massively out of sync?

No. If you don't have any events and try to sync with a relay it will have to send you ids of every event it has in batches of preconfigured size. After every message you'll need to ask for more. So however many rountrips it takes.
