Satoshi made an off-by-one error in the original C++ code. The difficulty actually evaluates the time taken to mine the last 2015 blocks, not 2016. Because of the consensus rules, fixing it would require a hard fork, so this beautiful little quirk remains forever embedded in the world's most secure network.
