I suppose that when the digital and other infrastructure is ready for the panic they are trying to cause. We have pretty much had the one world government since 1913. But we don't have all the digital infrastructure needed for "the aliens to appear."

The aliens will disclose themselves first to the individuals who are ready to live in that reality. It will be a slow dripping, bottom up disclosure path that will make its way into the global consciousness. We are already seeing this take place. The top down structures will not “confirm” a higher existence they cannot control because they depend on us depending on them as the highest power. Bottom up is the way this thing goes
