Strike just locked my account (not the first time) for trying to make a lightning payment to @routstr. I think I'm done with them. Any other exchanges that play nice with US with <=1% fees?

Did they give you a reason?

Nope. I sent support a message so maybe they will reply with something.

Why would you use a KYC exchange for lightning?

Strike is an onramp/offramp; I wouldn't ever use it for a direct merchant payment, even though it's incredibly easy. That's what my self-custodial "pocket change" wallet is for.

Support replied with this: Your recent lightning send to Destination Node ID: <redacted> was cancelled by Strike as we have detected that the recipient wallet service provider may be associated with Cuba. As stated in Strike’s Terms of Service, Strike does not allow transactions with restricted jurisdictions, such as Cuba, that are subject to U.S. OFAC sanctions.

I am only guessing that perhaps the ln invoice was to the "cuban" mint? You may prefer to send ln sats to a self custodial wallet first so that the exchange isn't scanning. But closing the account for scanning a qr code is lame as fuck.
