Well Israeli leadership are the ones who have openly pushed for it, planned it, funded it, and talked about it seemingly without pause for 30 years. Not saying I can’t be missing part of the story, but I have to ignore a pretty big one to believe something different is the dominant cause. Saudi Arabia has certainly had a lot of dirty dealings and influence on US politics as well though

Israel is a tool. Nothing is going to be run from there. They don't have the money or resources to be self-sustaining.

Israel has pushed for it openly because that's their job. Riyadh can't do it if they are to become the new regime. They would end up in an Iran-Iraq style war, which is counter productive. Let Israel bang the drum and the Saudi can then sanction Israel's control over Gaza and the West Bank in exchange for helping bring Iran into the fold.
