1. I don't understand why people think Peter Todd is a regular contributor to Bitcoin Core. I don't think I've seen him make that claim, I've certainly not seen other contributors make that claim, and as far as I can tell, he has made three commits since 2016. 2. You will have to ask Peter why he said that and how he meant it.
