A Bitcoin that can be governed by politicians passing laws, influencing public company miners, is not interesting to me. Spammers will always find ways around any filters we build. You can send a message by disallowing some formats, but it's probably not going to have a big impact. Excitement around using spam is low. Block space is cheap, so it still makes it in. Sure, the UTXO growth gets a bit closer to the theoretical max, but I'm guessing it's less than 1MB per block. Having a large UTXO set can slow down lookups, and there is work to optimize it: https://github.com/bitcoin/bitcoin/pull/31132
