It cannot “fail” in the traditional sense — mandatory signaling means activation is structurally guaranteed if enforcing nodes hold. 🔴 CLAIM: “Layer 2s — not forks — solve the problem” Flatly false. The stated problem is that data storage competes unfairly with payments, makes transactions unnecessarily costly, and encourages reliance on third-party payment processors that make Bitcoin easier to censor.
