I did not watch the video. But it's not politicians who decide, but the owners of capital who do. In the case of war it's primarily the Military Industrial Complex, i.e. the arms industry. And they of course - as any other Industrial Complex - in the end do the bidding of the Financial Industrial Complex, i.e. the (central) banks.
